Event Report: Tajikistan Investment Seminar

UNIDO ITPO Tokyo, jointly with the State Committee on Investments and State Property Management of the Republic of Tajikistan and the Embassy of Tajikistan in Japan, organized Tajikistan Investment Seminar online on 31 August 2022.

H.E. Mr. Jalolov Mirzosharif, Ambassdor of the Embassy of the Republic of Tajikistan in Japan introduced that various economic and financial reforms have been carried out in the country. He also mentioned that accelerated industrialization of the country is one of the main goals under the “National Development Strategy”, where the implementation of projects, in the fields of light and food industry, metallurgy, mechanical engineering, chemistry, building materials and pharmaceuticals with the introduction of modern technologies, is of priority importance. He further mentioned that the country pays special attention to the implementation of profitable projects such as hydropower, communication, transport, agriculture, construction and tourism infrastructures, and encouraged Japanese entrepreneurs to visit Tajikistan and establish mutually beneficial economic cooperation. 

Mr. Muneo Takasaka, Chief Representative of Japan International Cooperation Agency (JICA) in Tajikistan made a presentation on JICA’s activities in the country. Mr. Takasaka mentioned that, with JICA’s development strategy for Tajikistan focusing on 3 main priority areas, namely 1) improving economic and industrial development base, 2) improving basic social services, and 3) promoting social stabilization, they extend cooperation in areas such as improving transport and logistics, stabilizing energy supply, improving business environment for promoting employment, improving water supply, strengthening health system, border control  and security management, and improving governance. Mr. Takasaka further introduced specific examples of JICA’s technical cooperation and grant aid to Tajikistan.

AVALIN is the first joint venture project between Japan and Tajikistan. The company owns 2,000 hectar land in Qubodiyon region and Khatlon Oblast, some 100 km south of the capital Dushanbe. Their business activities, with 70 regular staff and 500 seasonal workers, are cultivation, collection and processing of Licorice roots and export of CGA (Crude Glycyrrhiizin Asid, or Licorice roots extract in the form of brown powder). During the 10 years period between 2011 and 2022, the company produced a total of 968 tons of CGA. As for its export to Japan, 3 main transportation routes were introduced; which are 1) the route to use Bandar Abbas Port in Iran, 2) the rout to use Mersin Port in Turkey, and  3) the route to use railway from Tashkent to Nakhodoka, then ship from Vostochny Port in Russia. 

Mr. Merali Bodurshozoda, Deputy Head of the Investment Promotion Department, State Committee on Investments and State Property Management of the Republic of Tajikistan made a presentation on investment opportunities of the country. Mr. Bodurshozoda introduced that 2022-2026 has been declared as the “Years of Industrial Developmentmentioned”, where the Committee is assigned to the task of establishing small medium-sized industrial enterprises through foreign investments. Mr. Bodurshozoda also mentioned that 15 state investment projects totalling US$1.5 billion in energy sector, 13 projects in transport sector with the value of US$984 million, and 3 projects of US$126.1 million in agriculture sector are currently being implemented.

Questions and Answers session took up several questions from the audience including the potential of hydropower projects in Tajikistan, inflation in the country, security situation, and Tajikistan’s economic policy.
